Kisame, Deidara and Itachi.
the forehead protector symbol is from RiikiTikiTavi's.
this is based on "Diplomacy" fic, where Deidara goes to Konoha and Kisame goes to Suna. Itachi became the Rice country's leader.. sort of "Kage"-like.
